Pago wage compliance is checked in accordance with California labor law. The Department of Industrial Relations, Division of Labor Standards Enforcement publishes a Policies and Interpretations manual, which we have used as the basis for our compliance enforcement algorithms. Here is a link:

Page 185 of the manual is where section 45.3 begins, which states: "The authorized rest period time shall be based on the total hours worked daily at the rate of ten (10) minutes net rest time per four (4) hours or major fraction thereof. However, a rest period need not be authorized for employees whose total daily work time is less than three and one-half (3½) hours."
Therefore, the rest period compliance algorithm compares each employee's total work hours with their total work minutes. For example, compliance passes if:
Work hours < 3.5, or
Work hours <= 6 and Rest minutes >= 10, or
Work hours <= 10 and Rest minutes >= 20, etc.
